(A) It is declared a nuisance for any person to keep or harbor, within the limits of the city, any dog which howls or barks to the annoyance of the inhabitants of the city, and it is declared unlawful for any person to create, continue, contribute to, or suffer this nuisance to exist within the limits of the city.
(B) Furthermore, it shall be the responsibility of any person owning, keeping, or harboring any dog in the city limits to keep the aforementioned dog’s pen or run in a sanitary condition. Failure to do so will be considered a public nuisance.
(C) All complaints pertaining to this section must be signed by those persons making the complaint.
