(A) No person, not being authorized by the Chief of the Fire Department or the Superintendent of the Water Department, shall open any fire plug or hydrant, and no person place or deposit any building material or other obstruction of any kind within ten feet of any fire plug or hydrant within the city. No person shall, without authority from the Chief of the Fire Department or the Superintendent of the Water Department draw or attempt to draw any water from any fire plug or hydrant or obstruct, interfere with, or in any manner tamper with any fire plug or hydrant.
(B) Any person who shall violate any of the provisions of this section shall on conviction be fined.
