(a) No person shall operate any motor vehicle upon the streets of the City with tailgates or cargo doors opened or removed.
(b) No person shall operate any motor vehicle upon the streets of the City with passengers riding in open cargo areas.
(c) Whoever violates the provisions of this section shall be guilty of a misdemeanor of the first degree.
