It shall be unlawful for any person or the owner, lessee, agent or the person in charge of land, either to permit or to place, keep, or maintain a trailer as described in this chapter, on any lot, piece or parcel of ground within the Municipality unless a permit shall first have been obtained from the Mayor who shall not issue the same until satisfied that adequate provisions will be made to protect the public health.
