171.16 BANNERS/PENNANTS IN LOCAL AND GENERAL BUSINESS DISTRICTS; PERMIT; FEE.
   (a)    Notwithstanding the prohibitions provided in Section 171.15, banners/pennants announcing sales, new products or special business events may be permitted in Local and General Business Districts for retail establishments in addition to the maximum sign face area of a permanent business sign, provided that a permit is obtained therefor, as provided in subsection (b) hereof. Banners/pennants may be placed on the insides of windows and doors and on the exterior surfaces of buildings. The gross sign face area of all banners may not exceed the maximum area of permanent signs permitted for each establishment. Banners/pennants may not be displayed for more than thirty consecutive days in any one-year period or for more than thirty days total in any one-year period. Banners/pennants secured to surfaces other than the main building are prohibited.
   (b)    The permit authorizing banners/pennants shall specify the dates during which the banners/pennants shall be permitted. All violations are subject to the enforcement provisions of Chapter 171. The permit fee is established under 171.20 Sign Permit Fees.
