(a) All signs and sign structures shall be maintained in a safe and attractive condition. Exposed surfaces shall be cleaned and painted if paint is required. Defective parts shall be replaced.
(b) Signs which no longer serve the purpose for which they were intended, or which have been abandoned or are not maintained in accordance with this chapter and other applicable regulations of the City, shall be removed by the owner or by the City at the expense of such owner.
