The Director of Public Service and Properties is authorized and directed, with approval of the Mayor, to employ a maximum of fifteen (15) full-time service and maintenance employees and such other part-time laborers as may be necessary to perform the work and duties as determined by such Director and whose compensation shall be determined under the provisions of the Ohio Council 8 and Local 3557 American Federation of State, County and Municipal Employees (Service) Contract.
