(a) There is hereby created an account within the Department of Police to be known as the "Confidential Investigation Fund".
(b) Initially, such Fund shall be established in the amount of one hundred dollars ($100.00) and such amount is hereby appropriated in the Confidential Investigation Fund. Thereafter, Council shall appropriate such additional sums as it deems necessary therefor. Such Fund shall be used for such purposes and in such manner as the Mayor deems necessary, and he shall be responsible for the expenditures from the Fund and the accounting thereof. An accounting shall be made by the Mayor, from time to time, of the expenditures from the Fund, to the Safety Committee of Council.
