130.01 DIRECTOR OF HUMAN RESOURCES.
   (a)   Establishment. There is hereby established the position of Director of Human Resources. The Director of Human Resources will be appointed by the Mayor with the approval of Council. Formal application may be required. No serving Director of Human Resources shall be terminated by the Mayor nor shall the position of Director of Human Resources be eliminated by Council without the affirmative vote of five members of Council. The position of Director of Human Resources may be a Part-Time or Full-Time position, and such position shall be determined by the Mayor and Council.
   (b)   Qualifications. The Director of Human Resources shall have:
      (1)   Bachelor’s Degree in Human Resources or comparable area.
      (2)   Relevant professional human resource experience in all areas including but not limited to:
            •   recruitment and selection
            •   compensation and benefits
            •   employment law and employee relations
            •   payroll
            •   training and development
   
   (c)   Scope of Responsibilities. The Director of Human Resources shall plan, manage, and direct the City’s Human Resource function including recruitment and selection, training and development, benefits, payroll and compensation, and employee relations. Develop, implement, and administer human resource policies and procedures. This position requires current knowledge of human resource practices and methods including compliance with State, Federal and legal requirements; ability to design, implement and administer human resource programs and policies which strategically support the City’s mission and goals. The Director of Human Resources shall report directly to the Mayor.
