Persons or corporations requesting proceedings that require, under the statutes of Ohio and ordinances of the City, publication of notice or service of notice shall make a prepayment of the costs thereof to the Finance Director in the following amounts:
(a) Newspaper: current square-inch rate times the number of publications.
(b) Mail: current rate of postage.
(c) Personal service: four dollars ($4.00) per hour.
