An owner who violates or fails to comply with any of the provisions of this Chapter is guilty of a misdemeanor of the third degree and shall be fined not more than five hundred dollars ($500.00) or imprisoned not more than sixty days, or both, in addition to any other penalties as imposed by this Chapter. In addition, a one hundred dollars ($100.00) fine every thirty (30) days will result in a separate and new violation. Failure to do so within four (4) months may result in a summons issued to appear in Court whereas additional costs and fees will be imposed.
