107.03 ADVANCE NOTICE OF ALL MEETINGS.
   Any person shall be entitled to not less than twenty-four hours personal, electronic, mail or telephone notice, at the option of the Clerk of Council, of any or all meetings at which any specific type of public business is to be discussed by a public body of this City either at a regular or at a special meeting. Any person requesting such notice shall leave his or her telephone number or email address with the Clerk of Council and shall leave sufficient self-addressed, stamped envelopes with the Clerk of Council to satisfy the requirement of his or her request. If advance mail notice is given, such notice shall be presumed given as of the time it is deposited in the United States Government Postal Service.
