The time, place and purpose of all special meetings of the public bodies of the City shall be posted by the Clerk of Council on the bulletin board at the City Hall, outside the office of the Mayor, at least twenty-four hours in advance of any such special meeting. The statement of purpose of any notice posted under this section shall state such specific or general purpose or purposes then known to the Clerk of Council to be intended to be considered at such special meeting and may state, as an additional general purpose, that any other business as may properly come before such public body at such meeting may be considered and acted upon.
