Rules and Regulations governing the rentals of the Community Complex, Recreation Complex, include, but are not limited to, the following:
(a) Facilities at the Community Complex Center shall be open during normal working hours for recognized/organized groups at no charge. Availability of evening hours only when a custodian is present. The Community Complex Center closes at 9:00 p.m. during the week; Saturday and Sunday open to 11:30 p.m. No legal holiday usage.
(b) Youth groups are limited to the hours between 6:00 p.m. to 9:00 p.m. at the Community Complex Center. Other times may be arranged by special permission of the Recreation Director.
(c) The gym at the Community Center Complex is to be strictly used for sports activity only.
(d) Each group shall confine itself to the assigned area and time of permit.
(e) The Community Complex Center shall be open Saturday and Sunday for rental purposes only.
(f) Person renting the facility is required to maintain their presence during the entire time of the rental.
(g) Reservations will be taken on a first-come, first-served basis no more than 180 days before and no less than fourteen (14) days prior to the event. City Hall Complex reservations are required no less than thirty (30) days prior.
(h) It shall be understood that the person leasing is responsible for supplying garbage bags, placing refuse in same, removing bagged/tied refuse to outside dumpster. Clean/wipe stove, sink, tables and chairs. No food or drink in the halls, no smoking except tiled areas per City Ordinance. Nothing affixed to walls or ceilings. No confetti, glitter or lit candles.
(i) It shall be understood that if alcoholic beverages are served at a function held on City property, measures are to be enacted that minors be prohibited from partaking of such beverages and that the person in charge of the function (permit holder) be responsible for these controls.
(j) Gambling, games of chance and other infractions of State laws governing public parks and buildings are absolutely prohibited and any group known to violate these laws forfeits its right to use the public property, unless space is approved by rental for fundraising purposes.
(k) No person or group of persons shall maliciously destroy or damage property or building not his own and anyone violating this rule shall be liable for the cost of replacing or repairing damage and restoring the property to its original condition. Each group is responsible for the property while using it and must report any damage to the Recreation Director.
(l) State Fire Laws must be observed at all times.
