SECTION XIII-2. LIMITATIONS ON LEVYING AN INCOME OR RECEIPTS TAX.
   No ordinance or other measure levying a tax on income earned by residents of this City or earned or received within this City shall be enacted, and no such tax shall be levied or collected unless approved by a majority of those voting upon such question, at a regular general election. Such question shall be certified to the Board of Elections and placed upon the ballot in the same manner as now or may hereafter be provided by the general law for the submission of a tax levy for operating purposes in excess of the limitation imposed by Article XII, Section 2 of the Constitution of the State of Ohio.
