1144.02 DEFINITIONS.
   For the purpose of this Chapter, the following definitions shall apply:
   (a)   Owner. "Owner" means any person who has legal or equitable title to premises, has lawful possession of premises, or otherwise has the right to exercise control over premises. The person who signs the application for certificate of occupancy for any premises shall be deemed, prima facia, the owner of such premises. There may be more than one "owner" of premises for purposes of this Chapter.
   (b)   Person. "Person" means any individual, financial institution, business organization, unincorporated association, or any other entity, organization, or association or persons of any kind.
   (c)   Vacant Property. "Vacant Property" means any residential or nonresidential structure excluding individual units in a multi-unit structure, which is abandoned, or at which substantially all lawful activity or occupancy has ceased. Structures may be deemed abandoned when there is evidence of conditions, taken separately or as a whole, which would lead a reasonable person to conclude that the owner has relinquished possession or control of the structure. In determining whether a structure is vacant, it is also relevant to consider, among other factors, the percentage of the overall square footage of a structure not in use and the presence of rental or for sale signs on the premises.
