The City shall have all powers of local self-government and home rule, and all powers possible for a City to have or hereafter to be granted to cities, under the Constitution or laws of the State of Ohio. All such powers shall be exercised in the manner prescribed in this Charter, or if not prescribed herein, in such manner as shall be provided by Council. The powers of the City of Seven Hills under this charter shall be construed liberally in favor of the city, and the specific mention of particular powers in the charter shall not be construed as limiting in any way the general power granted in this article.
