(a) General Powers. The Tree Commission shall have the power to study, investigate, plan, advise, report and recommend to Council and the Mayor any action, program, plan or legislative act which the Commission shall find or determine to be necessary or advisable for the care, preservation, trimming, planting, replanting, removal or disposition of trees or shrubs within the City.
(b) City Tree Plan. It shall be the responsibility of the Commission to study, investigate, counsel and develop and/or update annually, and administer a written plan for the care, preservation, pruning, planting, replanting, removal or disposition of trees and shrubs in parks, along streets and in other public areas. Such plan will be presented annually to Council, and upon its acceptance and approval, shall constitute the official comprehensive City of Seven Hills Master Street Tree Plan.
