(a) Moneys received from the collection of sanitary sewer service or rental charges authorized by this chapter shall be deposited with the Director of Finance who shall keep a separate and distinct fund and account to be known as the Seven Hills Sanitary Sewer Department's Special Fund. When appropriated by Council, such funds shall be available for the payment of the cost and expense of the management, maintenance, operation, testing, cleaning, enlargement, replacement, reconstruction and repair of the sanitary sewer system and/or the construction and reconstruction of the sewage pumping treatment and/or disposal works pursuant to the statutes of the State providing for the distribution of funds derived from sewer rentals.
(b) Moneys received from the collection of storm sewer service or rental charges authorized by this chapter shall be deposited with the Director of Finance who shall keep a separate and distinct fund and account to be known as the Seven Hills Storm Sewer Department's Special Fund. When appropriated by Council, such funds shall be available for the payment of the cost and expense of the management, maintenance, operation, testing, cleaning, enlargement, replacement, reconstruction and repair of the storm sewer system pursuant to the statutes of the State providing for the distribution of funds received from sewer rentals.
(c) Moneys received from the collection of sanitary sewer service and/or rental charges and storm sewer service and/or rental charges shall not be used for new sewer construction or for remedying problems in unsewered areas of the City.
