1141.04 LOCATION.
   (a)   Generally.
      (1)   No earth station shall be erected in any front or side yard or within ten feet of any lot line.
      (2)   No earth station shall be erected on the roof top of any residential structure. An earth station may be located on the roof of a commercial structure, apartment, school, church or any other building if approval is obtained first from the Planning Commission.
      (3)   No earth station shall be linked to receivers which are not located on the same lot or premises as the earth station, unless the owner or occupant of the premises is operating pursuant to a franchise granted by the City.
 
   (b)   Roof-Mounted Earth Stations.
      (1)   Earth stations shall be mounted directly upon the roof of a primary or accessory structure and shall not be mounted upon appurtenances such as chimneys, towers, trees, poles or spires.
      (2)   An earth station shall not exceed a height of more than three feet above the roof upon which it is mounted.
