1139.99 PENALTY.

Any person, firm or corporation, including escrow agents, violating the provisions of Sections 1139.02 and 1139.03 of this chapter, shall be guilty of a misdemeanor and upon a conviction thereof shall be fined not less than fifty dollars ($50.00) nor more than five hundred dollars ($500.00).
