Notice in writing by the Building Commissioner shall be given to the contractor or permittee at the address listed in the application five or more days before any such registration or permit may be revoked. The Building Commissioner is vested with the authority to revoke such registration or permit when it is determined that one or more of the grounds for revocation exists.
