When it is reported that a violation may exist, it shall be the duty of the Building Commissioner to forthwith examine such purported violation or cause it to be examined. If such violation is found to exist, the Building Commissioner shall immediately order the owner, lessee, tenant or other person in charge thereof to make or cause to be made such changes, alterations or repairs as the laws and ordinances of the City may require.
