Any excavation for the installation of a sewer, water lines, gas lines, septic tank or other similar installations shall be filled up and restored to the natural grade within five days after completion and inspection, and until such excavations are restored to the natural grade, the same shall be kept free from water accumulation by pumping. In any excavation for a basement, any accumulation of water therein shall be removed by the prior installation of a sewer ditch or by pumping.
