1125.16 INSPECTION AND APPROVAL OF OCCUPANCY.
   (a)   The builder, owner or other person having control of a dwelling under construction is hereby prohibited from allowing such dwelling to be occupied in person or with furniture or personal effects unless and until it has been inspected and approved for occupancy by the Building Commissioner. Such person having control of the property shall be responsible for obtaining the required final inspections and securing the occupancy permit.
   (b)   The inspection provided for above shall be considered as the final inspection required under this Building Code only in the event that the driveway crossover pipe has been properly installed, the sanitary and storm laterals have been dye tested for the proper connections to the City sewers to the satisfaction of the City Engineer, and that all grading of the lot has been completed in accordance with the approved plot plan for such lot, including the proper installation and inspection of all catch basins, yard drains, finished elevations, and concrete work.
