(a) Any building permit issued shall become void unless the work authorized by it shall have commenced within thirty days after its issuance or if work authorized by such permit is suspended or abandoned for a period of ninety days after the time work is commenced. For the purpose of this section, the permit holder must demonstrate a minimum of 24 labor hours performed weekly on the project to qualify as continuous work.
(b) Any building permit issued for residential construction shall become void unless work authorized by it shall have been completed and shall have received an approved final inspection within one year after its issuance. Not more than two extensions of time may be allowed for periods not exceeding ninety days each, when requested in writing to the Building Commissioner. The authorized extension of a building permit will automatically extend the corresponding cash bond for the same length of time.
(c) Construction projects in or adjacent to residential neighborhoods shall be managed during the time of construction, to reduce objectionable noise, dirt, debris, parking, and other nuisances that disrupt or disturb the residential character of the neighborhood and the quiet enjoyment of the residents.
(d) Materials and supplies stored outside shall be neatly stacked and covered. No material or equipment may be stockpiled within five feet of the property line or in the right of way.
(e) All construction debris shall be deposited daily in containers and covered. The containers shall be removed from the premises as soon as full.
(f) Yards shall be restored immediately after construction. No yard shall be permitted to remain disheveled more than 90 days after completion of construction. Cash bonds shall not be refunded until the yard is restored. This provision shall not be applied to new dwellings. (Ord. 78-2005. Passed 10-11-05.)
