(a) Prior to the issuance of a Building Permit and prior to construction of any dwelling if in the opinion of the Engineer a soil survey and stabilization report relating to the suitability of site development must be prepared by a geotechnical engineer and submitted to the Engineer for review. After review of the initial report any additional testing or information, including, for example, soil boring, bearing capacity, measurements, foundation designs and construction recommendations must be submitted upon request by the Engineer. All reports and recommendations must be prepared by a registered engineer experienced in the field of geotechnical engineering.
(b) Prior to issuance of an Occupancy Permit and after issuance of a Building Permit for any dwelling where the report required above was necessary, a report must be submitted from a registered professional engineer experienced in the field of geotechnical engineering certifying that the recommendations contained above were adhered to during construction and provide certified “as-built” plans.
