Where difficulties or unnecessary hardships shall result from the enforcement of the provisions of this chapter because of the location or surroundings of the proposed building or otherwise, the Zoning Board of Appeals shall have the power to relax or vary any requirement of this chapter other than use classification. Such determination and action by the Zoning Board of Appeals shall be subject to Council consideration as provided for in Article V, Section 8(d) of the City Charter.
