No building permits shall be issued by the City for buildings or structures to be used for religious or educational purposes unless the requirements of this chapter are satisfied and plans and documents indicating such compliance have been filed by the applicant and recommended by the Planning Commission and approved by Council. Nor shall any building or premises be used for religious or educational purposes unless the requirements of this chapter have been satisfied and plans and documents indicating such compliance have been filed by the applicant and recommended by the Planning Commission and approved by Council. The provisions of this subsection shall not apply to any religious and/or educational use for which application has been properly made prior to the effective date of this section. and all necessary permits would otherwise have been issued.
