999.06 PARKING FACILITIES.
   (a)    Parking facilities on a lot used for religious and/or educational purposes shall be planned and developed in such a manner as to interfere as little as possible with the use and enjoyment of neighboring properties and with pedestrian and vehicular traffic on neighboring streets.
   (b)    Parking facilities on a lot used for religious and/or educational purposes shall be located on the same lot as the main building or use served.
   (c)    Sufficient number of off-street parking spaces shall be provided on a lot used for religious purposes for the parking at any one time of one automobile per four seats of planned seating capacity of the buildings on such lot. In the case of the church, only the seating capacity of the main worship hall shall be counted for the purpose of off-street parking requirements.
   (d)    Sufficient number of parking spaces shall be provided on a lot used for educational purposes for the parking at any one time of one automobile for each 300 square feet of ground floor space of each building or portion of a building on such lot.
   (e)    For the purpose of this section, a parking space shall consist of an area at least twenty feet by nine and one-half feet.
   (f)    All parking areas and driveways shall be provided with an asphalt, concrete or other similar hard surface as shall be recommended by the Planning Commission and approved by Council. All driveway aprons and sidewalks abutting such apron and therefore a part of the driveway shall be composed of six-inch concrete with wire mesh. All parking areas and driveways shall provide adequate drainage so that all water is drained within the lot on which the parking area or driveway is located in such a manner that the water will not drain across public or private property. Concrete or stone curbs at least six inches above the level of the surface of the parking area and at least twelve inches below the surface shall be provided to define the limits of the parking area except at exits and entrances. Such curbs shall be at least six inches thick.
   (g)    No off-street parking or loading shall be permitted in the required front setback area except for passenger unloading. Off-street parking is permitted in front of the main building provided such parking is located behind the setback line and is buffered from street view with suitable screening and/or landscaping. In no event, however, may more than one- third of the required parking spaces for such parking be located in front of the main building.
   (h)    Off-street parking, loading and/or driveways shall be permitted no closer than ten feet from a side or rear property line unless such side or rear property line abuts on property zoned first residential or second residential, in which event off-street parking, loading, and/or driveways shall be permitted no closer than fifteen feet from such side or rear property line. In addition, the Planning Commission may recommend and Council may approve or disapprove a requirement that suitable screening, trees or other shrubbery be installed or planted within the fifteen foot side or rear property buffer zone.
   (i)    The location and width of exits and entrances of driveways to parking facilities shall be planned to interfere as little as possible with the use of nearby property and with pedestrian and vehicular traffic on the nearest streets. Parking areas and entrance and exit driveways shall be designed so that vehicles can be driven forward into the street. Parking areas with sixteen or more spaces shall be designed so as to have two single-lane driveways if possible, or at least one two-lane driveway. Entrances and exits shall be limited to three lanes, maximum.
