No gas or oil well shall hereafter be drilled within five hundred (500) feet of any residence except in accordance with the terms of a special permit to be issued by Council. Such permit shall be issued only after referral of the application for same to the Board of Zoning Appeals for its recommendation and after proper notice to directly affected property owners or their agents.
