941.05 SUBMITTAL REQUIREMENTS.
   An applicant shall submit 15 copies of all of the following documents, along with the required fee(s) at the time of application. True and accurate representation of the following requirements is the responsibility of the applicant. Items recommended to be submitted prior to an optional pre-application meeting are identified with an asterisk (*).
   (a)   Application. An application for site and design plan approval shall be on a form provided by the Building Commissioner and shall include the established fee. In all cases, the application shall contain, at a minimum, the following:
      (1)   * Name of the project;
      (2)   * Location by address of the proposed project;
      (3)   * Name, mailing address, and telephone number of the developer and/or owner; and the project engineer and/or architect;
      (4)   * The current zoning of the property;
      (5)   * Statement of proposed use;
      (6)   * Statement of compatibility with the City of Seven Hills Master Plan;
      (7)   Statement of compatibility with the surrounding neighborhood; and
      (8)   * Color photographs (minimum 5” x 7” size) showing the site and surrounding area from a minimum of six different vantage points.
   (b)   Site and Design Plan. Site and design plans shall contain the following and be in an easily comprehensible format:
      (1)   Project name;
      (2)   * A vicinity map;
      (3)   * Graphic and text scale;
      (4)   * North arrow;
      (5)   Date the site and design plan is prepared, including revision dates;
      (6)   Current zoning of site and adjacent properties;
      (7)   List of all required federal, State, County and City permits and the status of those applications;
      (8)   Construction schedule, including anticipated month and year of commencement and completion of construction for the project, as well as any phases thereof;
      (9)   Required and proposed setbacks;
      (10)   The legal description, dimensions, and total square footage or acreage of the site;
      (11)   Street names, locations, and right-of-way widths of all existing and proposed streets within or on the boundary of the proposed development;
      (12)   * Lot layout with dimensions for all lot lines;
      (13)   * Location and use of all proposed and existing buildings, fences and buildings within the proposed development. Indicate which buildings    are to remain and which are to be removed;
      (14)   Location, size, and indication of whether the lines or overhead or underground for all existing and proposed public utilities and easements City of Seven Hills serving the subject property in and adjacent to the proposed development with the locations shown of: water lines, services, backflow prevention device and meter, and hydrants; sewer lines, manholes, services and cleanouts; storm drains, facilities and catch basins; natural gas lines; power/phone poles and lines; and all other utility appurtenances and lines.
      (15)   Location, size and use of all contemplated and existing public areas within the proposed development.
      (16)   Existing and proposed topography of the site at a contour interval not to exceed one foot. Retaining walls or other segmented structures shall be used in areas where any proposed or existing/unchanged slope will exceed 1:3. Walls exceeding three feet in height shall be designed by an engineer and be shown on stamped drawings including wall and slope cross sections.
      (17)   Location of all existing and proposed parking areas and dimensions of all parking spaces, including ADA compliant spaces, ramps (including slope), and distance from ADA compliant spaces to the front entrance.
      (18)   * All vehicle and pedestrian access points to public rights-of-way and the interior circulation plan for the property.
      (19)   The percentage of lot coverage by the following: parking and paved areas, buildings, and recreation areas.
      (20)   For residential uses: The number of dwelling units in the development, including the units by the number of bedrooms in each unit (e.g. 5 on bedroom, 10 two-bedroom, etc.).
      (21)   Floor plans for all floors of the building, a description of each “internal” use, and the total square footage of all floors of the building.
      (22)   * Drawings or sketches of all elevations for each proposed or modified building. Such plans shall indicate building height, primary building materials, color, and shape, along with other design features of the building, including location of all exterior mechanical equipment.
      (23)   A lighting plan showing the type, placement, height, wattage, and method of shielding the adjacent properties of all exterior lights. Light sources shall not be visible to the eye, therefore the lighting fixture shall be cut-off style downward directed and shielded.
      (24)   The location and details for all wall and ground signs shall be included on the site and design plan. Signage lighting shall have a hidden light source and be applied in a manner that reduces glare.
      (25)   Statement indicating that the applicant shall maintain the site and all improvements thereon and not allow them to fall into disrepair.
   (c)   Landscape Plan. A landscape plan is required for all applications. The landscape plan shall include the following:
      (1)   Not less than 10 percent of the gross area of the subject site shall be landscaped or remain in its natural vegetative state. In addition, an area not less than 10 percent of all proposed paved surfaces on the subject site shall include internal (non-perimeter) landscaping. All landscaped areas shall be shown graphically and in table format on the plans.
      (2)   The varieties (botanical name) and size of each plant. The size of each proposed plant at the time of planting and at maturity, or five years, which ever occurs first. The minimum size at time of planting shall be 24 inches in height for deciduous shrubs, five feet in height for upright evergreen shrubs, 30 inches in height for spreading evergreen shrubs, 2-1/2 inches diameter at breast height (D.B.H.) for deciduous trees, and six feet in height for evergreen trees.
      (3)   All existing trees measuring not less than six inches D.B.H.
      (4)   Location of existing vegetation to be removed and retained on site.
      (5)   Description of the method of irrigation, if any, showing type of irrigation system and approximate water source.
      (6)   Species and location of each tree to be planted with not less than one street tree per 30 LF of street frontage or as otherwise stated in the City of Seven Hills Master Street Tree Plan, and a minimum of one site tree for every 300 square feet of landscaped area on site.
      (7)   Locations of natural drainage ways, and all other significant natural features, including but not limited to steep slopes (slopes greater than five percent), outcroppings of rocks, boulders, and the like, as well as any contemplated changes.
      (8)   Landscaping shall be used along building and site perimeters. Buffer    strips not less than 10 feet in width and consisting of any combination of masonry, fencing or perpetually opaque landscaping not less than six feet in height at time of planting, as may be approved by the Planning Commission, shall be used to screen nonresidential uses from residential uses.
      (9)   Accessory structures other than dumpsters shall not be allowed on sites. Dumpsters shall be located in the rear yard of the property and enclosed and screened through use of a masonry wall or rigid maintenance-free fencing, not less than six feet in height, with a locking gate. Dumpster enclosure materials shall be compatible with the design of the building and site.
      (10)   Utilities shall be buried on-site and all equipment placed in the rear yard of the property. Utility equipment taller than two feet shall be screened through use of landscaping that is perpetually opaque but provides adequate spacing for access and proper operation of the equipment.
      (11)   Landscaping near driveways and entrances shall be not greater than two feet in height for a distance of not less than 10 feet on either side of the driveway or entrance to limit sight obstructions for motor vehicle operators. Sight obstructions that are permitted shall include utility poles, traffic control devices, trees and other inanimate objects not greater than 18 inches in width and spaced not less than 50 feet apart.
      (12)   Statement indicating that the applicant, or owner, shall maintain all landscaped areas and not allow them to fall into disrepair, including but not limited to replacement of unhealthy and/or dead plant material.
   (d)   Additional Information. The Planning Commission and/or the Building Commissioner may require the applicant to submit the following items if deemed important for adequate understanding of the application:
      (1)   Aerial photograph(s) of the site;
      (2)   Cross-section drawings;
      (3)   Computer rendering of two vantage points;
      (4)   Perspective sketch(es);
      (5)   A professional analysis of traffic impact or other infrastructure impact (e.g., storm sewer, water, sanitary sewer, geotechnical, etc.); and
      (6)   Any additional information deemed necessary by the Planning Commission and/or the Building Commissioner.
