(a) Purpose. The purpose of this Chapter is to conserve and enhance the appearance of the City and to promote functional, safe, and innovative site development that protects the public health, safety, and general welfare of the community.
(b) Intent. The intent of this Chapter is to ensure that there is general compatibility between adjoining uses, outdoor space is designed and installed in a functional and attractive manner, vehicular access and circulation is designed and constructed consistent with maximizing public safety, adequate public utilities are available, and the structures on-site provide consistency in architectural appearance. The standards are not intended to restrict imagination, innovation, or variety, but rather to provide a guide for decision making and assist in focusing on design principles which can result in creative solutions that will continue to develop and enhance a satisfactory visual appearance within the City.
(c) Objective. Special provision is made for applying the standards in this Chapter to developed sites and buildings which existed prior to adoption of this Chapter. When an application is reviewed pursuant to this Chapter, the objective is to bring the site and building into compliance with the minimum standards of this Chapter as much as reasonably possible, so as to implement the policies and goals of the City of Seven Hills Master Plan.
(d) Scope. When reviewing an application for redevelopment of a site or building, the Planning Commission shall require that the entire site comply with all landscaping requirements in this Chapter. All other review standards contained in this Chapter shall apply only to that portion of the site or building proposed to be changed or expanded.
(e) Administration and Enforcement. The Building Commissioner shall be charged with administration and enforcement of this Chapter. Where used in this Chapter, the “Building Commissioner” refers to the Building Commissioner or a designee thereof.
