No person shall transfer any land in the City whether by metes and bounds or otherwise, in furtherance of a design to subdivide the parcel of which such land is a part, unless a plat of such subdivision has first been approved by the City as provided in these rules and regulations and recorded with the Cuyahoga County Recorder.
