With respect to C.O. 911.06 as hereinbefore provided, any change or modification of that section shall be effected only after a public hearing thereon and, after adoption by the Council of such ordinance or ordinances effecting changes or modifications, the Law Director or the Assistant Law Director shall cause such ordinance or ordinances to be duly recorded in the Cuyahoga County Recorder's Office.
