No person shall cause to be commenced any improvements (sewers, streets, sidewalks, utilities) on any proposed subdivision prior to receiving final approval for record purposes only of the record map under C.O. 911.06. Failure to comply with this section shall, in addition to the other penalties at law, constitute a minor misdemeanor. For the purpose of this section, each day improvements are made to each proposed subdivision prior to receiving final approval of the record map under C.O. 911.04(6) shall constitute a separate offense.
