An owner may, if he so desires, present to the Planning Commission, in lieu of the sketch provided for in C.O. 911.02, a map suitable for recording purposes, incorporating all of the data required in C.O. 911.02, 911.03 and 911.04; provided, however, that in the event of disapproval in accordance with the provisions of C.O. 911.04, such map shall be deemed to be merely a proposal, to be redrawn and resubmitted to the Planning Commission.
