(a) The purposes of the City Architect is to protect the value, appearance, and use of real property in the Municipality and to maintain a high character of community development and thereby protect the public health, welfare, safety and convenience.
(b) The City Architect shall review applications and/or plans in cases specifically referred to him by the Building Commissioner. The Planning Commission, Board of Zoning Appeals or Council may direct the Building Commissioner to cause the City Architect to review a proposal with regard to visual impact on neighboring properties and the community. Reviews shall be provided in writing to the Building Department within five (5) days of the request.
(c) In performing a review, City Architect shall review all drawings, applications, data, reports and shall apply the generally accepted architectural principles applicable to the design, use of materials, finished grade lines, and orientation of all main and accessory buildings.
