No action of the Planning Commission shall be heard on any matter referred to it under City Charter Article V, Section 7 (Planning Commission) paragraph (e), Mandatory Referral, until a fee in the amount of one hundred fifty dollars ($150.00), cash or certified check, has been paid to the Planning Commission to defray expenses of required notices, legal publications and other applicable coats. Upon completion of determination of the matter referred, any funds not expended to defray such costs shall be returned to the applicant.
