The Planning Commission shall exercise only such authority with respect to the submission and approval of plats and subdivisions as is specifically set forth in the rules and regulations contained in Title Three - Plats and Platting of this Planning and Zoning Code, and shall be bound in its jurisdiction thereunder by such rules and regulations as the same are now constituted or as the same may be amended.
