User charges for wastewater treatment services shall be paid by each non-industrial user connected to the system and shall be computed on the basis of thirty cents (30¢) per front foot, per lot for one sewer connection of each year of maintenance of sanitary sewers. Such sewer service or rental charge shall be computed annually and shall be paid not later than July 1 of each year commencing with the year 1975.
