In the event the City should rezone an area for industrial occupancy, Council shall comply with the provisions of 40 CFR 35.928 and user charges for wastewater treatment service will be paid by each industrial user connected to the system and will be computed in accordance with the water discharged to the system as measured by a City water meter which shall be installed therein or by a sewage meter installed on the discharge pipe therefrom.
