The Mayor may establish additional classes as determined to be necessary, such as industrial users which shall be defined as that class of user which may contribute industrial wastes that would require metering, monitoring or other surveillance in order to assure that pre-treatment standards are being met or to determine the charges for excessive strength of waste waters.
