There is levied and assessed upon each lot, parcel of land, building or premises having any sewer connection with the sanitary sewer system of the City or otherwise discharging sewage, industrial wastes, water or other liquids either directly or indirectly to the City sewerage collection system, a user charge or rental which shall be proportional to the services provided. User charges shall cover the cost of operation, management, testing, maintenance, cleaning, enlargement, extension (to unsewered areas), construction, reconstruction of sewage, pumping stations, treatment works only all in conformance with the statutes of the State providing for the distribution of funds derived from sewer rentals.
