The Building Commissioner is hereby authorized to hear applications brought by the owner of any land, lot or premises situated in the City, alleging that such land, lot or premises cannot suitably be built upon because of its physical condition. If the Commissioner determines that in his opinion such parcel cannot suitably be used to construct or install any home, building or structure, the Commissioner shall recommend to Council that the sewer service or rental charge as provided in Section 729.03 be waived. Upon receiving such recommendation of the Commissioner, Council may, by motion duly adopted and passed by not less than four of its members, waive such sewer service or rental charge to such parcel, until such time as Council determines that the parcel in question constitutes a buildable parcel.
