It is hereby determined and declared to be necessary and conducive to the public health, safety, and welfare and the convenience of the City and its inhabitants to operate the sanitary sewer and storm drainage systems in the City as a public utility and to levy and collect maintenance charges upon all lands, lots, and premises served by having connections with such and/or being served with such systems. Such charges, when collected, shall be used for the purposes hereinafter provided.
