When waste and/or garbage has been set out in containers on a public street or alley for collection by the Department of Public Service and Properties, no person shall remove any of such waste and/or garbage from any such container. When waste and/or garbage has been set out in containers on private premises, no person shall remove any waste and/or garbage therefrom except with the consent of the owner or lessee of the premises.
