722.01 DEFINITIONS.
   For the purposes of this chapter, including the effective application and enforcement thereof, the following terms as used herein shall be deemed to have the meanings indicated:
   (a)    "Connection" means the connection of any service sewer to the system.
   (b)    "Director of Public Service and Properties" means the City's Director of Public Service and Properties or his designated representative.
   (c)    "Industrial wastes" means water-carried and liquid wastes from industrial or commercial processes as distinct from sanitary sewage.
   (d)    "Intercepting sewer" means those sections of the system 10-inch in size, or larger, that intercept sewage and wastes from trunk sewers and that transport such sewage and wastes to wastewater treatment facilities.
   (e)    "Lateral or local sewers" means those sections of the system, 8-inch in size, that are designed and constructed to collect sewage and wastes from service sewers and that transport such sewage and wastes to the trunk sewers, such sewers providing service for local service only or individual streets only.
   (f)    "Permit" means the permission of the Director of Public Service and Properties in a form prescribed by him for a residence, apartment, business building or property, institution or industrial establishment to connect to a public sewer of the system for the purpose of discharging sewage or waste.
   (g)    "Sanitary sewage" means sewage discharging from the sanitary conveniences of residences, apartments, business buildings or properties, institutions and industrial establishments, and free from ground, storm and surface water and industrial wastes.
   (h)    "Service sewers" means private sewers that collect sewage and wastes from residences, apartments, business buildings or properties, institutions and industrial establishments and that transport such sewage and wastes to the lateral or local sewers or directly to trunk or interceptor sewers.
   (i)    "Sewage" or "waste" means the water-carried wastes from residences, apartments, business buildings or properties, institutions and industrial establishments, singular or in any combination, together with such ground, surface and storm waters which may be present.
   (j)    "Trunk sewers" means those sections of the system 10-inch in size, or larger, that collect sewage and wastes from lateral or local sewers or directly from service sewers and that transport such sewage and wastes to the intercepting sewers.
   (k)    "Wastewater treatment facilities" means the arrangement of devices and structures used for the treatment of sewage and waste.
   (l)    "Use benefits" means the number of units of use benefits considered to be conferred upon any property by virtue of construction of the system to be calculated according to the following schedule:

   For any use not shown, the number of units shall be determined by the City Engineer by the use of accepted engineering practices and on the basis of anticipated sewage flows from the property when compared to a single family residence where the flow of 400 gallons per residence per day will be considered as a use benefit of one.
