In the case of new construction, such driveway crossover shall be installed at the time of grading and excavating for the foundation, and shall be protected so as to permit the use of the driveway by trucks delivering building materials thereat.
It shall be unlawful for any person to deliver building materials, or for the builder or the owner of any lot or land to permit the delivery of building materials at any place on such lot or land except over and on the driveway thereof.
