The owner or possessor of any lot or land upon which a driveway is or may be constructed shall install at the existing ditch grade a driveway crossover made of durable material and at least 16 feet long and 12 inches in diameter, if such driveway traverses a drainage ditch and would thereby obstruct the flow of water therein; provided, however, that if a storm sewer exists in the street the Engineer may authorize the use and installation of a driveway crossover pipe of less than a 12 inch diameter. If no storm sewer exists in the street, then the Engineer shall have the authority to determine and approve the diameter of the crossover pipe to be installed, based on the grade and other physical conditions existing at the location of the driveway and drainage ditch.
